The MySQL Query Browser is useful for quite a few tasks matching things
you can do with the CLI. You should take a look at it. It might
satisfy your friend. But it's sort of limited to the things you can
otherwise do with the CLI.

MySQL Query Browser isn't a replacement for Access, but Access is, in my
mind, at least two different GUI applications: a database design
environment, and a forms-based application development environment. You
don't specify which of these parts of Access your friend needs to use.

It'll be hard to find any product, open-source or otherwise, that
matches all of Access. But you might find separate solutions to satisfy
the pieces that you need.
