I will be installing the evaluation version of SQL 2000 to perform some
testing. Can anyone tell me if it is possible to eventually upgrade this to
an open licence version of SQL. I have read articles about upgrading to the
Full Retail Version.

Thanks

What do you mean by open license version? MSDE? If so, it's a downgrade
rather than upgrade, and as far as I can remember it's not supported. You
should however be capable of taking a backup of the database(s) in Sql
Server 2000 Eval and restore them to MSDE.
