Sql Server Port regression

| After a domain controller change, the listener port on my SqlServer 2k machine
regressed to an earlier version. This caused a substantial outage. Is there a
known reason for this ?

Is the port configured though Server Network Utility, or is the port to be
dynamically configured by SQL Server?
SQL Server does not change it's port a free will if it is correctly
configured.
