Is Microsoft going to reissue SP4 with the AWE issue corrected or leave it
in the "hotfix" state?

As per microsoft's Article ID KB899761, It looks like they are going to leave
it as a fix

FYI - product version of SP4 is 8.00.2039. After applying AWE patch it is
8.00.2040
