MS SQL Server - can't open file in dts/job

can't open file in dts/job

Using SS2000 SP3. We've had a dts/job that has run for over a year without
problems. All of a sudden we're intermittently getting this error:

Error string: The Microsoft Jet database engine cannot open the file
'D:\Terminix\VESTA\d
atabase\HotLeads\Tel
ecenterLeads\Stdz\tx
tcstdz.DBF'. It
is already opened exclusively by another user, or you need permission to view
its data.

The job runs every 30 minutes and it might run several times without problem
and then fail a couple of times and then run several times successfully. It
just started doing this a few days ago. This is not a file that someone would
have open for any reason.

The first step in the package deletes the dbf file and then the second step
creates the dbf again. It is failing on the first step.

If you have any ideas, I'd appreciate it.
