how do you startup sqserver without recovering user databases?

If you mean the automatic recovery, that won´t work, because at every startup
there is omething like an instant recovery is done to check wheter the
databases can be reached. Why do you want to do something like that ?

The emergency setting for this is trace flag 3607, but should only be for very special situations. I
concur with the other replies, why do you want to do that?
