Look in the security Windows event log on the system where the backup files
are and find out the user who is trying to log in and then grant that user
permissions on the backup. Depending on your domain settings, that may not
work in which case you either need to backup locally and use a domain user
to copy the back file or run SQL Express as a user who has the necessary
permissions.
