Author ODBC error during creating a link to a MSDE db

I have had a problem during the creation of an ODBC link to a MSDE db.
I have installed MSDE 2000 with SP3a. I have executed setup.exe without
specifying any parameters ("sa" hasn't any password).
When I try to create an ODBC link from control panel I have noticed this
error:
"SQL state 01000, error 10061".

How can I solve this issue?
