How to set up alerts for SQL Agent jobs

I have dozens of SQL Agent jobs scheduled to run day and night. Once in a
while a job that had been running well everyday just did not start. How do I
set up an alert that notifies me if it does not start according to schedule?
(I got notified when it failed; but this does not notify me when the job does
not start on schedule) SQL Server 2000
