Hi Michael,
I understand that your SSIS package could not run under your client PC with
the following error:
"The task ... cannot run on this edition of integration services. It
requires a higher level edition."
If I have misunderstood, please let me know.

Most tasks require installation of SSIS (and thus a SQL license) to run.
Without SSIS install, with just Tools install, user can design and debug
packages, but can't run packages stand-alone. Additinally some components
(Like Fuzzy Lookup) require Developer or Enterprise License. So the message
is displayed in two situations:
a. SSIS was not installed. Only tools was installed on the machine where
package is running.
b. User has a Standard Edition of SQL Server and uses a component that
requires Developer/Enterprise Edition.
You can design and debug packages on your client computer, however if you
want to run the package under your client PC, the installation of SSIS and
the apposite edition are required.
