I see values of 2:3:22 for waitresource

Can someone tell me what those values represent ?

It could be a db:file:page or a file:page:row. Where are you seeing it? What
other info is associated with it?

I queried sysprocesses. The lastwaittype is PAGELATCH_UP

The waittype and waittime is 0

Then it's probably the db:file:page. DB 2 is the tempdb database. Since
current waittype and waittime is 0, it looks like it's not causing any
problems. Why are you asking about it?
