Author SQL Agent Job Steps only contain TRANSACT-SQL

We run into a condition when the SQL Server 2000/Windows 2000 server has been
running for several days, that the EDIT JOB STEP Type drop down list only has
the Transact-sql option. Coincidentally, if I go to the JOB System Tab of the
SQL Agent properties, and try to change something, I get a message saying
changes can not be saved, out of resources. We then reboot the system and the
Job Type list is restored and I am able to save changes to the Job System
properties again.

I remember finding a post about this once long ago but haven't been able to
find it again. Does anyone know what causes this, and how it can be prevented?
