How can I prevent the SQL Service from being stopped by certain users or
computers?

Here's the scenario: A computer with SQL Server Service Manager can connect
to ANY of the SQL servers on our network and stop/pause the SQL Service.
When I tested this theory out, it was logged in as admin to the box (running
2000 professional workstation).

If the SQL service needs to be stopped, it should be restricted to those in
the domain admin group or local admin to the server. Any ideas on how I can
secure this? Thanks!
