Problems running SQL Services under a not privileged user account

| I am using SQL Server 2000 on Windows 2003+SP1.
I have a problem with running the SQL services under a regular USER account.
I created a local user account, member of the USER group and setup the SQL
Server and Agent to run under that account.
The service couldn't be started (Access denied) until I made that user
member of Administrators.
What could be wrong?

SQL Server Agent should be running under Domain account (which is a member
of Local Admin Group on SQL Server machine)

| I believe this requirement has been removed in SP3a. You can run the
SQL Server Agent with a regular user (local or domain) account.

Yep ,if the local account is a member of sysadmin server role or has a proxy
account created for him.

| I assume that Domain account and LocalAdmin Group imply using Active
Directories.
So far we had no need to implement AD. Should I imply that it is mandatory?
On the other hand does Local Admin have less rights than Administrators?
