MS SQL Server security - Error 8198 when run xp

Error 8198 when run xp_logininfo

I have SQL2000 with SP4 on Windows 2003 server, SQL service account is a
domain account with local administrator right.

When I execute: xp_logininfo 'domain\user'

I get the following error on some domain users and it works on others

Server: Msg 8198, Level 16, State 24, Procedure xp_logininfo, Line 58
Could not obtain information about Windows NT group/user 'domain\user'

Any idea why?

Note: if I make the SQL service account a Domain Admins, it works with all
users.
