The situation is as follows:

We have developed an application which uses SQL. Our installer
(InstallShield 10.5) installs MSDE as part of the normal install. The
MSDE is a passive install, i.e.,
no user intervention to alter MSDE settings. We are using SQL Server
authentication. After running the install, MSDE has been properly
installed and our application runs as desired. After uninstalling our
application and manually uninstalling MSDE from the control panel, I got
an unknown MSDE installation error when attempting to install our
application again. I attemted to install MSDE directly from the
stand-alone installation and during this I was able to view the login
failed message.

Any ideas as to what is causing MSDE to abort the installation? I know
the error would appear to indicate that the sa password is incorrect,
but this is set in the installer and has not changed between
installations. It would seem as though something is being left behind
during the uninstall of MSDE, but I'm not sure what.

I ahven't heard of this issue before, but I did run into a similar issue
when updating a server with a Service Pack. When installing an SP it's
fairly easy to skip the window where the user needs to type in the 'sa'
password.

Perhaps there's something similar in your situation?
