We are running SQL Server 2000 in a 32-bit environment. Are there any
performance enhancements included in the new Service Pack 4? If so,
how do those enhancements compare to SQL Server 2005?

Hi

Changes in SP4 are documented in:

ments

There are performance improvements in SP4 but (I think) these will only be
applicable if you are using specific features whereas improvements in SQL
2005 may be more across the board. You would have to do your own benchmarks
to see how big the improvement with SQL 2005 is.
