Are there some handy commercial utilities that would monitor an SQL
database, and when certain conditions are true automatically send you the
records that match the condition by e-mail?

ISA Server 2004 stores its network logs in MSDE, but there is an option to
store in SQL Server. It would be quite nice to be able to monitor the
database for signs of certain kinds of hacker activity, and send out
automatic notifications when those occur.

Do please check the Notification Services - they ship with SQL 2005, but you
can also order them for SQL 2000.
