The samples are installed by choosing Advanced on the Feature selection page
of setup however you can simply download the updated samples and sample
databases here

It sounds like you're experiencing an elusive bug that we're trying to
reproduce and fix. Basically, setup thinks the samples are already
installed so it's ignoring your request. You should follow Jasper's
recommendation and download the samples (and sample databases if you don't
have those) from the download center.
