Author Problem connecting to SSIS (SQL Server 2005 Integartion services)

In SQL Server 2005 Management Studio, when I try to connect to
"Integration Services" I get the following error message:

"Connect to SSIS Service on machine "xxxx" failed:
The service cannot be started, either because it is disabled or because
it has no enabled devices associated with it."

When I check the service with SQL Server Configuration Manager, the
service is stopped but I can not Start it. The "Logon As" field
contains "NT AUTHORITY\NETWORK SERVICE" which I did not enter myself. I
log on to all other services with the "Administrator" account and they
all work fine.

Any suggestions ?
