Help! SP4 stopped script engine for non-admin user

I have the following error message

The user that runs this job does not have admin rights to the server...
If I use a server admin then the job runs fine...
I want to be able to use to use the non-admin user...please advise...

After more reading into what this patch fixes...I have come across Article:
825042

that this patch was supposed to fix...but it created it on the server after
the upgrade to SP4...

OS: Windows 2000 Advanced Server (SP4)
