Author New DTS Package Vs Updating an exsisting Package

Hi All,
When a new DTS package is created there is a row added to MSDB..sysdtspackages
When you modify a pacakage a row is also added to MSDB..sysdtspackages.
I placed a trigger on this table to email a group whenever someone adds a
new DTS package or modifies an exsisting one.

Question: Is there a way to distinguish between the two? The records seems
to be the same in this table for both. My Developer is complaining that he
modified not added. (picky, picky).
