I can publish reports and navigate the folder structure and see the report
and datasource I created, however when I click on the report I get the page
saying I'm not authorized to view it.

I had to manually create my virtual directories and have only windows
authentication as my directory security. I have added my userID to the
browser role for the datasource, the folder and even the report and this
error still exists, why?
