Author Virtual Root query returns 404 error

After setting up a Virtual Root using the Northwind database on my local IIS
web server, an html URL query such as this:

http://localhost/VirtualRoot? sql=S...r /> &root=root

returns a 404 Error.

I have gone through the SQLXML setup instructions twice with the same
result. Any ideas?
