Your dBASE code? It should run exactly the same on either apache or IIS. If
it doesn't, it is more likely to be a configuration difference between the
2, not your code.
I would much rather have an apache machine than IIS. You were able to get it
running on your test machine; why not use your knowledge to get it running
on the dsl machine. From what I'm seeing here on this group, IIS
configuration seems to have some issues.
But that's up to you.
The only suggestion I could make at this point is to turn off IPSEC for
testing purposes. It's a Windows IP security thingy - it may be interfering
if it is turned on. You'll have to look up the admin location; once again,
it's somewhere in the Control Panel, Administrative Tools. See if your app
will run when it is turned off. THEN TURN IPSEC BACK ON AGAIN RIGHT AWAY.
Better yet, do the testing with your dsl connection down.

My program would time out and not run my .exe
I renamed my .exe to .cgi and using localhost it worked!
Now am having issues with outside access to my site , have to fix that before testing on the webb.
If this works real time then I now have a way to run my app on both IIS and Apache.
