How to send User name and Password to MySQL

| In web apps, where a user is not logged into the database, using a dBASE web
app, how do you send the required information to MySQL each time the user
submits a screen to the webserver , so they are not asked to log in with
every submittal?
Do you turn off security on the database server?
Can someone show how they configured their MySQL server? or
How they send user name and password to connect to the server from the dBASE
app?
