A new Report Designer setting

In the "Report Designer Properties" dialog box, I'd like a new checkbox
to be added. That checkbox would be called "Lock Report Class Objects".
When we create a new report based on a Custom report, it's very easy to
move the PageTemplate or the Streamframe by mistake. Unstead of "undoing"
these involuntary changes, it would be easier to prevent them from
happening. So that new checkbox would lock all the objects inherited from
a Custom report class.
When locked, an object inherited from a Custom report class can be
selected but can't be moved nor resized with the mouse. However, all its
properties can be changed, including all those that define its position
and size. In other words, when we really want to overrule its position or
size, that would _have_ to be done through the Inspector.

A better name would be "Lock inherited objects"

Why limit this to reports ?
This could be a useful feature for form design also.

I've added QAID: 5322 for this.
