Alvaro Herrera has submitted a patch for that adds two new commands:
DROP OWNED and REASSIGN OWNED BY to CVS TIP.

Andrew Dunstan has put DROP IF EXISTS into CVS TIP. This should help
people in operations roles and smooth migrations from other DBMSs and
help with scripted DDLs.

Tom Lane et al. have added array support for NULL to the CVS TIP.
Andrew Dunstan then added support for arrays with NULLs to PL/Perl.

There has been a wide-ranging discussion of how to improve COUNT(*)
for large tables.
