HOWTO: Install pgadmin3 v1.4 on Ubuntu Linux

For anyone else trying to get this working, I wrote up a short HOWTO on what
it took to build and install pgadmin3 v1.4.0 from the official pagadmin3
debian-stable source packages. The binary packages unfortunately do not work
'as-is' on Ubuntu, so rebuilding from source is required. However, it is
fairly straightforward:
