The information in file:

DME.dist-split
is kind a not clear. The text claims: "The -opt package contains all parts
whose compilation needs to be enabled
explicitly. This includes the C++, JDBC, ODBC, Perl, Python, and Tcl
interfaces, as well as multibyte support."
but you also need to download a jdbc driver in a jar file.
