Anyone know where I can download the Sybase Central version for SQL Anywhere
Studio 9.0.2 but C edition, rather than Java, which comes with the package?

There is no C version of SC for ASA9. The last ASA version shipped with
it was 7th, which used IIRC a renamed (or slightly altered?) ASA6 plugin.
