Author latest update time without trigger ?

whenever a row is updated in my table I'd like to record the time. I'd
thought of using a trigger but

triggers to update columns with the latest update time and user information
can be replaced with the corresponding special values in the server" I've
been unable to figure out what those special values are (since all the rows
in my table had already been inserted before I realized I needed time as
well as date, the new time field is currently 0)
