When installing the SQL Anywhere Studio Windows x86 6.0.4 Maintenance
Release, there are four installation option:

Network client
Network server (includes Personal server with SQL Remote)
Personal server
Personal server with SQL Remote

Is there a way to modify the setup.ini so "Network client" is the default?
Ideally, we'd like our end-users to bypass this "Setup Type" screen
entirely.

You can try a silent install. See the documentation for more details.
