| It is difficult to guess without specific version information as there are
some behaviour differences in the verison wrt to this. Common reasons
include
1) it is a damaged file (check with dbvalid),
2) a bad file reference (it is not a db file),
3) the file is already in use (sysinternals.com will have utilities to see
if files are being used.
