I realize this may be an ignorant and nieve question. Is the ASA SQL
parsing engine availble to license? We would like to use it to create
visual tools that assist the user in modifying, adding and deleting data
from the ASA back end of our tool.

If it's not, then you might be able to do something with the source code
for mySQL, which is available as part of its licensing.

Wouldn't MySQL's parsing grammar be different than Sybase's?

Probably.

You *might* be able to convince iAnywhere to provide up-to-date BNF
for the SQL grammar (IMO it should be part of the documentation). From
there, a parser is but a yacc away :)
