Is this an upgrade or fresh install? Has SQL Anywhere been installed on this
machine before? If so, are any of those services running? Have you tried
restarting the server then installing? Are there any other setup.exe's
running (or perhaps setup stubs - check Windows Task Manager for details)
from ASA or other installs? Have you installed any software from other
vendors and not restarted since? Are there any pending operations for setup
commands on Windows start-up that haven't cleared off?
Check in the registry via 'regedit':

What type of user are you logged in as when you're installing? Which version
of ASA / Windows are you using?
