When installing SQL Anywhere Studio 9.0.2 is there any way
to only install the ODBC driver components?

Yes there is - when you run the installation package and you reach the
component selection stage, uncheck everything except Databases>Adaptive
Server Anywhere>Network Database Client

Consider reading the deployment documentation in the SQLAnywhere 9.x
online docs:

ASA Programming Guide
Deploying Databases and Applications
Deploying client applications
- Deploying ODBC clients
