ISQL Connect should use -c string

| When dbconsole cannot connect after being launched from a command
line, it displays a Connect dialog showing the various components of
the -c connection string placed in the appropriate fields.
" %ASANY9%\win32\dbcon
sole.exe" -c
" ENG=OLAP;DBN=OLAP_co
ntrol;UID=DBA;PWD=SQ
L
ISQL should do the same thing, but currently it leaves all the fields
empty.
