Dbunload option to generate LOAD/INPUT without *.dat files

There should be a dbunload option to generate LOAD TABLE or
INPUT commands without actually generating the corresponding
*.dat files.

This would save a lot of time when dbunload -ii was run but
-ix is really what was needed, or vice versa... or both, in
the case the same database is being reloaded into more than
one target by different means.

All that is really needed is the reload.sql file with the
proper commands; it's the *.dat files that take all the time
to produce.
