Please implement the CheckpointTime condition, in seconds, for the
EVENT TYPE "CHECKPOINT" requested earlier.

The frequency with which checkpoints are being performed, plus the
length of time the server takes to perform each checkpoint, are
valuable measurements of the update load on the server. For example, a
server that performs a checkpoint every 30 minutes and takes 2 seconds
to perform each one might be busy with queries but not inserts or
updates.

The EVENT TYPE "CHECKPOINT" and EVENT_CONDITION ( CheckpointTime )
will let us write code to monitor these measurements dynamically.
