Author Identify other blocks

Please provide some way to identify connections that are blocked for
reasons *other* than database row and table locks; for example, a
connection that is blocked because it issued a CHECKPOINT while a
backup is running.

These connections are blocked in every sense of the word, but
currently (AFAIK) there is no way to identify them from an
administrative point of view.

The sa_conn_info.BlockedOn column could be updated to reflect these
situations.

Also, the BLOCKING option could be extended to apply to these
situations.
