Author dbisql -f without -c should not try to connect

When launching dbisql via a command line with -f to open a *.xml plan
file, it should not display the database connection dialog box if no
-c option is given.

IMO, it shouldn't do it for *any* file, even *.sql... if I didn't
specify -c, I really don't want to connect. The dialog box is just
irritating.

I believe that this is precisely the case with DBISQL in Jasper.
