Author Problem applying 9.0.1.1994

I am at customer site attempting to upgrade mobilink from
9.0.1.1964 to 0.0.1.1994. I get the following error.

Unhandled Exception
Error # 0x80040706
Description: Object reference not set
Setup will now terminate.

I cannot even get far enough in the setup to pick a path.
This comes up immediately after the Sybase splash screen
All i can say is different is path is not standard path
(c:\Program Files\Sybase...).
path is e:\apps\Sybase\....

Please assist if possible

This appears to be an install shield error (from google
searchs) Does anyone have a clue how to get around it?

I would look at Security Policies set for the machine, user or domain.
Something is preventing the Object reference to get set.

We are logged in as administrator on the server.
