bogus TableOrder error?

| Apparently it is difficult (impossible?) to qualify a table name in a
9.0.2.2551 publication and TableOrder option...
I. 03/09 14:18:00. Options in database for user 'xxx':
I. 03/09 14:18:00. TableOrder=xxx.ACLprivileges,...
....
E. 03/09 14:18:08. TableOrder option does not mention table
xxx.ACLprivileges.
It is the SAME error message *whether or not* you specify the owner in
the TableOrder option.
FWIW I am struggling to work around an error in the upload order.
Specifying a TableOrder list is daunting because for this database it
is 12K in size with the owner names, 8K without (:
