I am wondering how it is possible that Sybase doesn't notice
when the transaction device file is deleted in the file
system while
the database is in use. Shouldn't there be a mechanism to
prevent
the deletion of database device files ?

This is the standard Unix behavior. The file is deleted but
it is still open (and available). If you "touch" the file
before the database server is shut down the file will
reappear...
