Author HEADS UP: changes to ducttape tests

I'm about to commit changes to the ducttape tests (as provided by Dave Page)
to enable win32 testing. These changes will result in needing to run make
all in the ducttape dir to replace OS specifics in the .in files that are
used to create the actual tests. Please report any inconstancies to the list
for repair.

Oh, It is wonderful.:-)
However, Slon hasn't reflected yet. Therefore some discussions are necessary.
I think put port-directry in order for the next Slon.
pipe.c
signal.c
gettimeofday.c
getopt.c

How do you think.

I belive a port directory in the top level src directory (the same way that
the pgsql tree does it) with the platform specific stuff would be best.
