Records can't be read. No permission on MSysModules2.

Above is the error I get upon launching runtime application
created in A97. I don't understand the error. It does not occur
when the runtime app is installed and run on the development
box. But it does when I install and run it on another machine on
which A97 is not installed.

Ideas why?
