I have a database that was created in Lotus Notes. its is for dept. Problem
log tracking. I would like to convert to access and its contents.

I have found in Lotus notes to export the Contents to text. and the index to
excel, that I can import to access. But is there a 3rd party utility that
will help me?

Is the text file a delimited file such as comma or tab delimited? If so, you
can import that file into Access without 3rd party tool.
You will have to assign indexes manually in access.
