Author Hyperlink SubAddress does not go to anchor on HTML page ?

I have a button on an Access 2000 form, whose Hyperlink Address and
Hyperlink SubAddress properties are set to go to a certain anchor in an
HTML document on my computer.

When the button is pressed, the correct document is opened, but not at
the anchor.

I've tried typing the anchor name in by hand, with and without a
preceding hash (#) sign, and I've also tried using the "Edit Hyperlink"
browser to build it. No difference. (I have not tried doing it from
VBA.)

It's not a spelling problem. I've tried it with several of the anchors
in my HTML document.

I have the same problem whether I set my default .htm browser to be
Netscape Navigator 7.0 or IE 6.0.

Any ideas?

Thanks.
