On an SBS domain the XP firewall is controlled by the domain policy on the
server. This link will give you some information on how to adjust that.

Since the firewall is on, it sounds as if some of the patches recommended
here have already been installed. The firewall was turned off by the group
policy until the updates were applied, then it was turned on. So, the main
part you'll want is at the bottom of the article in the References section.
